Friends of the Hoboken Family Planning Clinic

The Friends of the Hoboken Family Planning Clinic (FHFPC) group was started by longtime Hoboken resident Ann Graham in 2012 after she saw the devastation to the Hoboken clinic facility at 124 Grand Street after Hurricane Sandy.  The group is dedicated to raising community awareness of the HFP’s work and fundraising for the clinic.  Popular and well-attended cocktail reception December fundraisers have been held since 2012.  The 2023 event was extremely successful, bringing in over $50,000.

Hoboken Family Planning 

Founded in 1972  as a Planned Parenthood clinic, Hoboken Family Planning (HFP) became an independent 501(c)(3) nonprofit organization with its own Board of Directors in 1974 in order to take advantage of the then newly authorized federal government grant program known as Title X.  Title X offers grant funding to qualified non-profit health care agencies to provide primary gynecological services and contraceptive supplies to underserved women. Hoboken Family Planning became a Title X sub-recipient agency in 1974 and remains so today.  

Hoboken Family Planning operates two community clinics besides the one in Hoboken, serving West New York since 1980 and Union City since the mid-1990’s. HFP has been a trusted community provider of quality reproductive health for low-income women. The comprehensive community-based services feature gynecological and breast examinations, PAP smears, pregnancy tests, pregnancy options counseling, UTI and STD diagnosis and treatment,  reproductive health management and patient referrals for screening mammograms and other health needs, as required.  The clinics also provide a full range of contraceptive options onsite which is unique, combining into one service package what would typically be shared by the gynecologist and pharmacy in the private healthcare market.  

Since 1997, Hoboken Family Planning has also been offering a cancer screening program at all three clinics as well as through onsite community events pursuant to the New Jersey Cancer Education and Early Detection (NJCEED) program. Although the program began with only breast and cervical cancer screening, HFP now provides NJCEED funded breast, cervical, colorectal and prostate cancer screenings to uninsured and under-insured New Jersey residents with incomes less than 251% of the federal definition of poverty Hoboken Family Planning is the only two-county grantee and the largest of any NJCEED grantee in the State of New Jersey, now serving both Hudson and Union Counties, which represents about 20% of the total statewide program.  

HFP also provides general health screening services such as for diabetes and hypertension for both men and women, and they will begin providing HPV vaccinations later this year. 

Responding to the challenges of the COVID-19 pandemic and recognizing that Hoboken Family Planning clinics are often the sole source of family planning and routine healthcare for many of their patients, HFP installed a new HIPPA compliant Telehealth system to enable the medical staff to “see” patients remotely. The Telehealth system is integrated with HFP’s Electronic Medical Records (EHR) system, a customized database to support the delivery of federal Title X mandated family planning services.  The clinic held its first Telehealth clinic session on April 8, 2020 and its usage is growing steadily. The clinic reopened for personal appointments on June 1, 2020 with Telehealth as a permanent option in support of on-going clinical services   and the primary back-up system in the event of a  resurgence of the Pandemic.  

In 1974, Hoboken Family Planning’s annual budget was $475,000, serving approximately 575 patients. Today, 3,500 family planning patients and 3,000 cancer screening patients are served with an annual budget of over $3 million.  HFP’s sources of funds are grants from the US Department of Health and Human Services Office of Population Affairs (Title X), the New Jersey Department of Health, the City of Hoboken, and Hudson County.  HFP also receives fee-for-service reimbursements from New Jersey Medicaid for our family planning patients, and some family planning patients pay fees based on their income.  Private donations are also received, of which the Friends of Hoboken Family Planning is the largest donor.  Approximately 85% of all contributions are spent to provide services to patients in need of reproductive health services and to support medical staff costs needed to answer health questions by way of the internet. 

Bill Bullock is the third Executive Director of HFP, serving since July 2012.  Hoboken Family Planning is proud of its dedicated staff. Several staff members have worked for HFP for 20 years or more and two recently retired nurse practitioners worked for the agency for 42 years, respectively.  

One out of 9 Hoboken residents and more than one out of 5 West New York and Union City residents live below the poverty level (Data USA). Hoboken Family Planning’s longstanding policy is to provide services to all in need and never refuse services to anyone because of their inability to pay. Hoboken Family Planning serves thousands of low-income residents each year, the majority of whom are underserved women of childbearing age.
